Job Summary:

The Training and Capacity Building Specialist will lead the design, coordination, and implementation of capacity development activities for an anticipatory project. The role includes conducting training needs assessments, developing tailored training strategies and materials, and delivering capacity-building sessions for field teams, community representatives, and other stakeholders to strengthen behavior change initiatives.

The Specialist will also monitor and evaluate training outcomes, assess effectiveness, and provide recommendations for continuous improvement, while supporting the development of sustainable training programs and tools.

This position is being advertised for an anticipatory project, with the duty station to be based in either Islamabad or Lahore.

1- Training Needs Assessment & Capacity Planning (30% of the time):

- Lead the training and development component of the project including support, advice and guidance on training needs assessment, training material, training delivery etc.

- Identify specific training areas and topics for each group/tier of target trainees/villagers to develop their skills and capacity in implementing behaviour change.

- Suggest strategy to impart trainings to reduce the gap between the existing and the required capacity of the target beneficiaries and periodically check the capacity shortage and constraints to take appropriate measures to remove such gaps.

- Provide assistance and deliver capacity building trainings to the field teams to close knowledge/skill gaps and minimize the likelihood of risks to happen to the effective implementation of BCC strategy and campaigns.

- Design and implement an effective, efficient and sustainable capacity building/training program, manuals and tools for the target beneficiaries enabling them to understand and implement the objectives of the BCC strategy.

- Monitor, evaluate, or record training activities instructors, or materials or program effectiveness, and provide support to updating and modelling of all training guides and manuals on the BCC concept and approach.

- Advise and support the project staff on matters related to the capacity building such as development of materials, identify relevant courses/workshops/conferences/events or training providers that can help strengthen the BCC campaign.

- Facilitate and provide technical input on the development of pre- and post-training assessment surveys for the purpose of gauging the effectiveness of the trainings.

2- Training Program Design & Implementation (25% of the time):

- Design and implement effective, efficient, and sustainable training programs, manuals, and tools aligned with the BCC strategy.

- Develop culturally appropriate training materials for staff and community beneficiaries.

- Deliver capacity-building sessions to project teams to close knowledge/skill gaps and reduce risks to effective BCC implementation.

- Ensure training programs are inclusive, women & girls sensitive, and consider the needs of vulnerable groups, including persons with disabilities.

3- Monitoring, Evaluation & Quality Assurance of Training Sub-Activities (20% of the time):

- Monitor and evaluate the effectiveness of training activities, instructors, and materials.

- Maintain records of trainings, participant performance, and training outcomes.

- Update and improve training guides, manuals, and tools based on lessons learned and feedback.

- Provide technical support in modelling training content according to project objectives and emerging needs.

4- Technical Support & Advisory (20% of the time):

- Advise and support project staff on all matters related to capacity building.

- Identify relevant courses, workshops, conferences, events, or external training providers that can strengthen BCC campaigns.

- Collaborate with other project specialists (WASH, Communication, Safeguards etc.) to integrate cross-cutting themes into training programs.

- Ensure that all capacity-building activities contribute to the achievement of project outputs and outcomes.

5- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

- A university degree in Education, Management, Business Administration, or a relevant discipline ideally from a foreign institution. 

B) Experience/ Technical Skills 

- 12 years of work experience in the Training & development, capacity building, institutional/organizational reforms, strategic planning, and performance management.

- Preferably, experience of working in similar projects/assignments, in similar capacity, with international donors, and in organizations with comparable conditions.
