Job Profile 

A management information systems (MIS) officer will be responsible for planning, development and implementation of applications, programming and systems network and integration of a management information system. He/ She will be working closely with the Country MEAL Coordinator, Project Manager, MEAL Officers and program team to develop and operationalize online versions of the monitoring and evaluation tools. The MIS Officer will take an active part in developing the capacity of the project staff in operating the project tools and formats for accurate data entry in the MIS system. 

Key Resposibilities

The MIS Officer will be mandated to a) ensure proper development of the web-based data entry forms, b) clean the data entered by provincial M&E and field team c) coordinate MIS activities with the project team. 

More specifically, the MIS Officer will have the following duties and responsibilities: 

Knowledge Management for Program:

  • Support program in data management, analysis and reporting of multiple projects and activities, studies and research  

  • Regularly collect and update the information on programmatic 'response and develop databases, software solutions and reporting formats for baseline, end line and other data management in consultation with the supervisor. 

  • Prepare summary reports of all related activities while reflecting on the key outcomes of the discussions and their impact on the program. 

  • Support quality implementation and program development through timely and accurate information and data analysis  

  • Where appropriate, liaise with the management and assist in data collection while ensuring that the purpose and use of all data collected is clear whilst ensuring that questions are simple, clear, collectable and easily collectable as well as organize and manage the data input and initial analysis and presentation of data. 

Database Development: 

  • Work closely with the M&E staff to design a database to help in the entry and analysis of all project related data; 

  • Design web-based data entry forms to enable data entry from remote locations 

  • Ensure the database tables are coded for validity and referential integrity; 

  • Design and generate crystal reports as defined by the line Manager. 

  • Understand the requirements to define keys and indices to enable easy on-line queries and analysis 

  • Maintain database systems and procedures through regular checks of the system to ensure effectiveness, and take any necessary remedial actions to correct in case of shortcomings 

Result-based Program Monitoring: 

  • Monthly collect and compile information from the program team and produce study of analysis using relevant guidelines 

  • Regularly update data and prepare briefs and presentations as and when needed. 

  • Coordinate monthly review meetings and ensure participation of all relevant staff. 

  • Facilitate updating of checklists. 

  • Update the online version of the Project Performance Indicator Tracking Table (PITT) and Performance Indicator Summary Table (PIST) every quarter 

  • Work with the project’s provincial team to ensure timely entry and analysis of all projects related data 

  • Provide substantial input to management for the further improvement of the current management information system 

  • Work with the M&E team to develop short essays and M&E Bulletin 

  • Conduct periodic orientation sessions on MIS for the staff members  

  • Recommend tools and strategies to increase program performance and results 

  • Undertake any other tasks as directed by the line Manager

Person Specification 

Skills, knowledge and expertiserequired for the role.  

  • Minimum Graduation (B. A, B.Sc. BSCS, B.Com or equivalent) from recognized HEC approved university or institution. 

  • Educational degrees and experience certificates shall be verified and re-checked by the SIF as and when required. 

  • At least 04 years relevant work experience of database management by using MS. 

  • ACCESS and in hand experience of management large program data set/information and managing MIS with NGOs/INGOs. 

  • Experience in writing reports in English 

  •  Good computer skills; word, excel, PowerPoint and MS. ACCESS database 

  • Good analytical and problem-solving skills 

  •  Ability to meet deadlines. 

  •  Excellent time management skills and the ability to prioritize tasks are important. 

  • Adaptable and Flexible.
