Term of References - Renewable Energy Expert (REE)
PROJECT BACKGROUND:
We are implementing a project titled “Gilgit-Baltistan Local Area Development Programme (Diamer) Region” in District Diamer. It focuses on enhancing ecosystem services and conservation practices, improving local livelihoods, and increasing climate resilience through community-based initiatives. The overall goal of the project is to contribute to poverty alleviation through climate-resilient sustainable development.
The key objectives of the project are:
- Developing bio-physical ecosystem management practices to supply ecosystem services.
- Developing governance capacity for ecosystem management, including climate-sensitive gender mainstreaming.
- Developing economic instruments to promote desired ecosystem results.
- Promote renewable energy solutions for green growth and development.
The Expected Results (ERs) of the project are:
- Improved biophysical ecosystem management practices through the provision of ecosystem services.
- Strengthened governance capacity for ecosystem management, with a focus on climate-sensitive gender mainstreaming.
- Enhanced economic instruments effectively promote desired ecosystem outcomes.
- Increased access to renewable energy solutions delivering environmental, economic, and social benefits.
Objective of the Consultancy (REE)
Contributing to Objective IV, this consultancy will design a comprehensive, sustainable, and actionable renewable energy strategy for District Diamer. This includes identifying opportunities for hydropower, solar, wind, and biomass energy solutions, with specific goals and implementation plans to align with local and national energy policies. As part of the project such renewable energy solutions will promote sustainable development and poverty alleviation. This consultancy aims to develop a long-term renewable energy strategy to support objective IV.
Scope of work and expected outputs/deliverables:
Main Activities
- Review the current energy mix, renewable energy capacity, and infrastructure in the region.
- Conduct stakeholder consultations to identify energy needs and priorities.
- Propose SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) goals and targets for renewable energy development.
- Develop policy and regulatory recommendations to support renewable energy initiatives.
- Create a detailed action plan with timelines and resource allocation.
- Conduct financial feasibility analysis for renewable energy projects, including economic benefits and community impact.
- Present findings and develop policy briefs along with recommendations to stakeholders and decision-makers.
Expected Outputs
- A comprehensive report analyzing the current energy scenario and potential for renewable energy development in the Diamer District.
- Detailed renewable energy strategy with SMART goals, targets, and action plans.
- Financial feasibility study for proposed renewable energy projects.
- Policy recommendations for regulatory reforms supporting renewable energy expansion.
- Presentation and workshop materials for stakeholder engagement.
Methodology:
The consultant will use a participatory and inclusive approach, engaging with stakeholders such as government agencies, energy providers, environmental organizations, and local communities. Key methods include:
- Desk review of relevant reports, policies, and data.
- Field visits to assess on-ground energy needs and opportunities.
- Stakeholder consultations and focus group discussions.
- Data analysis using energy modeling and financial tools.
- Preparation of detailed reports and presentations.
Time Frame and Input.
The consultancy will be conducted over 10 months.
Key Qualifications of Consultant
- Advanced degree in Electrical/Mechanical Engineering, Renewable Energy, Environmental Engineering, or related field.
- Minimum 5 years of experience in renewable energy projects with expertise in hydropower, solar, wind, or biomass.
- Strong knowledge of renewable energy technologies, financial analysis, and energy modeling tools.
- Demonstrated ability to engage with diverse stakeholders in multicultural settings.
- Excellent communication skills in English; proficiency in Urdu or local languages is an asset.
- Familiarity with international frameworks (Paris Agreement, SDGs) and climate change adaptation strategies.

Reporting of the Consultancy:
The consultant will report directly to the Regional Coordinator, GB, providing regular updates and ensuring alignment with project goals. Deliverables will include detailed reports, presentations, and documentation as outlined in the schedule above.
