ToRs Consultant- Technical Expert (Energy Resource Assessment)
PROJECT BACKGROUND:
We are implementing a project titled “Gilgit-Baltistan Local Area Development Programme (Diamer) Region” in District Diamer. It focuses on enhancing ecosystem services and conservation practices, improving local livelihoods, and increasing climate resilience through community-based initiatives. The overall goal of the project is to contribute to poverty alleviation through climate-resilient sustainable development.
The key objectives of the project are:
- Developing bio-physical ecosystem management practices to supply ecosystem services.
- Developing governance capacity for ecosystem management, including climate-sensitive gender mainstreaming.
- Developing economic instruments to promote desired ecosystem results.
- Promote renewable energy solutions for green growth and development.
The Expected Results (ERs) of the project are:
- Improved biophysical ecosystem management practices through provision of ecosystem services.
- Strengthened governance capacity for ecosystem management, with a focus on climate sensitive gender mainstreaming.
- Enhanced economic instruments effectively promote desired ecosystem outcomes.
- Increased access to renewable energy solutions delivering environmental, economic, and social benefits.
Objective of the Consultancy
Contributing to Objective IV this consultancy will conduct a comprehensive resource assessment to identify feasible locations for renewable energy projects in District Diamer. This includes:
- Assess the potential resource for hydropower, solar, wind, and biomass energy generation.
- Provide a detailed feasibility study (hydropower, solar, wind, and biomass resources) to inform future energy development/production.
- Provide technical recommendations for project implementation in the renewable energy sector.
Scope of Work and Expected Outputs/Deliverables
Main Activities
- Conduct detailed assessments for renewable energy resources:
- Hydropower: Analyze hydrological data, assess river flow rates, and identify potential sites.
- Solar Energy: Collect solar irradiance data and develop high-resolution solar maps.
- Wind Energy: Perform wind speed measurements and resource analysis.
- Biomass Energy: Evaluate biomass resource availability (community and household level) and identify viable sites for projects.
- Use GIS tools to map feasible locations for renewable energy projects.
- Evaluate the environmental, social, and technical feasibility of the proposed sites.
- Prepare detailed reports and technical recommendations for each renewable energy type.
Expected Outputs
- Feasibility reports for hydropower, solar, wind, and biomass energy potential.
- GIS-based maps identifying suitable locations for renewable energy projects.
- Environmental and socio-economic impact assessments for each energy type.
- Final consolidated report with recommendations for energy resource development.
Methodology
The consultant will adopt a participatory and inclusive approach to ensure alignment with local needs and conditions. Key methodologies include:
- Site visits and fieldwork to gather primary data.
- Desk review of secondary data and existing studies.
- Use of GIS and resource modeling tools for mapping and analysis.
- Consultations with stakeholders, including local communities, government agencies, and technical experts.
Time Frame and Input
The consultancy span is over 12 months.
Key Qualifications of Consultant
- Advanced degree in Renewable Energy, Environmental Science, Engineering, or related fields.
- Proven expertise in conducting hydrological studies, solar and wind resource mapping, and biomass assessments.
- Proficiency in GIS tools and resource modeling techniques.
- Excellent report-writing and data-analysis skills.
- Experience working in renewable energy projects in similar regions is preferred.

Reporting of the Consultancy
The consultant will report directly to the Regional Coordinator, GB, and provide updates on progress at regular intervals. All deliverables will be reviewed and approved by the Hashoo Foundation.
