Job Description:

CARE International in Pakistan implementing a project to reduce excess morbidity and mortality among vulnerable displaced and host populations in Khyber Pakhtunkhwa. The project will strengthen static health facilities while deploying mobile and community-based services to ensure safe, equitable, and protection-sensitive access to essential health care, nutrition screening, and psychosocial support. The initiative particularly targets women, children under five, pregnant and lactating women, persons with disabilities, and other at-risk groups who face barriers to public services, stigma, and insecurity.

By combining health, nutrition, and protection interventions, the project aims to improve access to maternal and primary health care, enhance early identification and referral of acute malnutrition, and integrate mental health support to reduce stigma. With 130,000 direct beneficiaries, including refugees, undocumented persons, and host communities. It is implemented in close coordination with national authorities, humanitarian partners, and local organizations, ensuring accountability, environmental safeguards, and conflict-sensitive approaches.

To implement this project, amongst other positions, CARE is seeking a Monitoring, Evaluation, Accountability and Learning Officer with a strong background in working in similar health and nutrition projects. The MEAL Officer will support the design and implementation of a robust monitoring, evaluation, and quality assurance framework for the project. The role involves developing systems, tools, and indicators to track project performance at process, output, outcome, and impact levels. The Officer will ensure data integrity, oversee progress monitoring, conduct evaluations, and produce timely analytical reports to inform decision-making. This position will also strengthen data management systems, promote evidence-based learning, and ensure compliance with donor and government reporting requirements, while facilitating coordination with partners, and other stakeholders.

The position will be based at the CARE Country Office in Islamabad, with an expectation of 60% travel to field locations

 1-Support in Development of M&E Framework & System (30% of Time)

  • Develop and implement a comprehensive MEAL framework aligned with ECHO logframe requirements, integrating Health (OPD, maternal care, immunization), Nutrition (MUAC screening, SAM/MAM referrals, IYCF), and Protection indicators across output, outcome, and impact levels.
  • Design and standardize integrated data collection tools for use across static health facilities, mobile teams, and community outreach services, ensuring inclusion of vulnerable groups such as women, children under five, PLW, persons with disabilities, and at-risk populations.
  • Ensure systematic data collection, verification, and validation processes to maintain accuracy, consistency, and reliability of multi-sectoral data.
  • Establish and maintain secure digital and manual data management systems with proper disaggregation (gender, age, disability, vulnerability) and strict confidentiality, particularly for protection-related data.
  • Conduct regular Data Quality Assessments (DQAs) and field monitoring visits to verify service delivery quality, data integrity, and adherence to protection-sensitive approaches.
  • Develop and implement standards, guidelines, procedures, and methodologies for database design and management, identification of data sources, ethical and participatory data collection (including digital tools where appropriate), data processing, quality assurance, analysis, visualization, and timely reporting to support evidence-based decision-making, adaptive management, and learning.
  • Prepare and execute field monitoring and data collection plans consistent with the overall MEAL framework, incorporating regular field verification, community feedback and accountability mechanisms, real-time data use for program adaptation, and learning

2- Reporting, Data analysis, Data Management and Accountability to the affected population (25% of Time)

  • Prepare high-quality weekly, monthly, and quarterly reports aligned with ECHO requirements, integrating Health, Nutrition, and Protection performance indicators.
  • Analyze data to generate insights on service utilization trends, nutrition screening and referral outcomes, protection risks and access barriers, and gender, age, and vulnerability patterns.
  • Develop dashboards, visualizations, and summaries to support real-time decision-making and performance tracking across sectors.
  • Support the preparation of donor reports, SitReps, and cluster updates, ensuring timely and accurate data sharing with internal teams, government systems (e.g., DHIS), and partners.
  • Establish and strengthen Feedback and Accountability Mechanisms (FAM/GRM) that provide safe, confidential, and accessible channels for all communities, particularly women, persons with disabilities, and vulnerable groups.
  • Ensure feedback systems are inclusive, culturally appropriate, and sensitive to protection concerns, enabling reporting on health, nutrition, and protection-related issues.
  • Track, analyze, and report complaints and feedback, including resolution timelines and trends, to improve service quality and responsiveness.
  • Promote meaningful community engagement and participation in monitoring processes, ensuring beneficiary feedback is consistently incorporated into program design and implementation.
  • Review the quality of government health facility data, assess and strengthen data collection methods and tools, and ensure data reliability, validity, timeliness, and ethical standards for baseline studies, project design, implementation, and decision-making. Emphasize the consistent use of Sex, Age, and Disability Disaggregated Data (SADD) and other relevant diversity dimensions

3-Lead Assessments, Evaluation, Research & Learning components for the project population (25% of Time)

  • Design and support baseline, midline, and endline evaluations and conducting assessment exercises covering access to primary and maternal healthcare, nutrition status and malnutrition identification, and protection risks and service access barriers.
  • Conduct rapid assessments, Post-Distribution Monitoring (PDM), and service utilization studies to evaluate accessibility, quality, and inclusiveness of integrated services for displaced, refugee, and host communities.
  • Lead or support operational research and thematic studies on health-seeking behavior, nutrition practices and referral pathways, and Mental Health and Psychosocial Support (MHPSS) outcomes.
  • Ensure all assessment findings are systematically documented, analyzed, and used to strengthen evidence-based and integrated program improvements.
  • Develop high-quality Terms of Reference (TORs) for the final (and any mid-term) evaluation in line with CARE’s Evaluation Policy and donor requirement. Lead the consultant onboarding and recruitment process, including technical review of proposals, selection of evaluators, and oversight to ensure evaluations are participatory, inclusive (with special focus on women, girls, and marginalized groups), ethical, and meet quality standards for relevance, effectiveness, efficiency, impact, and sustainability.
  • Analyze MEAL data using appropriate quantitative and qualitative methods to identify trends, lessons learned, best practices, challenges, and unintended effects of health and nutrition interventions. Generate actionable insights on project performance, outcomes, and contribution to CARE’s broader impact goals, while facilitating reflection and adaptive management.
  • Provide technical guidance and capacity strengthening to consultants, project staff, partners, and teams on MEAL approaches, evaluation studies, tools, data collection, analysis, and utilization for evidence-based decision-making, program adaptation, and quality improvements.

4- Coordination, compliance and Capacity Building (20% of Time)

  • Provide technical support and capacity building to staff, partners, and field teams on integrated MEAL systems, sector-specific indicators, data collection methodologies, and protection-sensitive data handling.
  • Strengthen capacities in data quality assurance, reporting, and use of monitoring tools to ensure consistency and reliability across all sectors.
  • Coordinate closely with Health, Nutrition, and Protection teams, government departments, clusters, and implementing partners to ensure harmonized approaches and data alignment.
  • Ensure integration and alignment with national systems such as DHIS and relevant cluster reporting frameworks.
  • Ensure full compliance with ECHO MEAL and reporting requirements, CARE Program Quality Standards, and international humanitarian standards, including Sphere and Core Humanitarian Standards (CHS).
  • Integrate cross-cutting priorities such as gender equality, inclusion, protection mainstreaming, safeguarding (PSEA), and conflict sensitivity through Do No Harm approaches.
  • Ensure strict adherence to data protection, confidentiality, and ethical standards, particularly when handling sensitive protection-related information.
  • Promote environmental safeguards and responsible, ethical data management practices across all MEAL functions.

5- Other responsibilities as assigned: (05% of time)

Any other tasks or responsibilities based on organizational and programming needs, as assigned by the Line Manager.

A) Qualifications (Know How)

Education/Training

Master’s degree in management science, Public Health, Medical, Economics, Statistics, IT, or a relevant discipline

Desired

Certification in M&E, data management, or research methodology.

Training in donor-funded project M&E systems, especially ECHO frameworks

B) Experience/Technical Skills

07 years of relevant work experience in matters related to monitoring & evaluation, quality assurance, data handling & analysis etc.

Preferably, experience of working in health and nutrition in similar capacity, with international donors, and in organizations with comparable conditions

Desired

Having experience of managing MEAL for large institutional donors like ECHO, EU, FCDO, USG or others

Experience in Health, nutrition, MHPSS, WASH and rehabilitation projects.

Familiarity with digital data collection tools, dashboards, and visualization software.

Experience in training staff on M&E methods and tools
