Independent Technical Review Consultant

Directorate of SZABIST ZABTech invites applications/proposals from qualified and experienced individual professionals for engagement as an Independent Technical Review Consultant to provide independent technical advice and professional guidance throughout the evaluation and selection process of the Design & Supervision Consultant.

Objective

To provide independent technical advice and professional guidance to the Client throughout the evaluation and selection process of the Design & Supervision Consultant.

Scope of Services

The Independent Technical Review Consultant shall:

• Assist the Client in reviewing and evaluating the technical proposals submitted by shortlisted consultants.

• Provide independent technical advice on the consultants' relevant experience, technical approach, methodology, proposed key personnel, and overall capability to undertake the assignment.

• Identify the technical strengths, weaknesses, and key considerations of each proposal to facilitate the Client's decision-making process.

• Participate in meetings, presentations, and discussions, as required, and provide technical guidance and clarifications throughout the consultant selection process.

Minimum Qualification

The Independent Technical Review Consultant shall:

• Be an individual professional with a minimum of 10 years of relevant professional experience.

• Possess relevant qualifications and experience in architecture, engineering, or a related design discipline.

• Have demonstrated experience in the planning, design, technical review, and evaluation of building projects.

Limitation of Services

The Consultant shall act solely as an independent technical advisor to the Client. The Consultant shall have no authority to make decisions on behalf of the Client. The final evaluation, selection, appointment, and contractual engagement of the Design & Supervision Consultant shall remain the sole responsibility of the Client.

Interested and eligible professionals are requested to submit:

• Updated CV/Profile highlighting relevant qualifications and experience.

• Proposed professional fee/financial proposal.

• PCATP Certification

Submission Deadline

Last Date for Submission: 17 August 2026

Applications/proposals received after the deadline may not be considered.
